Kennedy was being held in the jail for felony probation and multiple misdemeanor city charges including domestic battery, assault on a law enforcement officer, interference with a law enforcement officer, disobeying a lawful police order, criminal damage to property and disorderly conduct. He was initially booked in on Dec. 28, 2023.

Phelps said an emergency was reported shortly before 1 p.m. on Feb. 12 at the Adult Detention Center after inmates were seen fighting. Kennedy was initially responsive but quickly became unresponsive due to his injuries from the fight.
