KDOT welcomes new top officials for aviation, administration

TOPEKA (KSNT) – There are two new faces in top positions in major leadership positions at the Kansas Department of Transportation (KDOT).

KDOT announced in two press releases on Feb. 2 that it is welcoming the new Director of Aviation Ray Seif and Senior Director of Administration Pam Anderson. Seif will be working together with local airports across the Sunflower State.

“It’s important to help airports improve their infrastructure and support the needs of the community,” Seif said. “I’m passionate about working with stakeholders to grow workforce development opportunities.”

Seif got his master’s degree in aeronautical science from Embry-Riddle Aeronautical University, according to KDOT. He is also recognized as a commercial, multi-instrument aircraft pilot. Before coming to KDOT, he served as the manager at the Augusta Municipal Airport along with the Jasper County Airport.

“I’m interested in growing aviation as a whole and reaching our next generation to help bring people into the industry,” Seif said.

Anderson, who has served with KDOT in various roles since 2005, became the senior director of administration in the fall of 2023. She was promoted to this position with the Fiscal and Asset Management Division.

I am looking forward to continuing our efforts to serve the public while also finding ways to improve efficiency in our overall processes,” Anderson said.

Anderson will oversee the bureaus of Finance and Budget, Fiscal Services, Human Resources, ADA/EEO/Employee Relations and Support Services. She will also oversee the offices of Information Technology Services and Inspector General.

“My goals for the next few years are to do my part to help staff feel connected and be part of the KDOT family,” Anderson said. “I want to make sure they understand how their job fits into the overall success of KDOT. I am committed to helping new managers achieve their goals by mentoring, answering questions and explaining why we do what we do.”
